Billy is a 1974 graduate of Georgia Southern University with a Bachelor of Business Administration in Accounting. He joined the firm in 1974 and was admitted as a partner in 1983. He is currently the managing partner of Dabbs, Hickman, Hill & Cannon, LLP. The firm has offices in Statesboro, Savannah and Brunswick, Georgia. The firm has 33 office members of which 13 are Certified Public Accountants.

Billy has the overall responsibility for the audit, review and compilation practice of the firm. His broad areas of expertise include individual and corporate income tax, small business planning, health care industry, and litigation support. He has served as Chapter 11 Examiner in the District of South Carolina and has served as the accountant for the Trustee in Bankruptcy for Chapter 11 cases in Georgia.

Billy currently serves on the Business Advisory Council of the College of Business Administration of Georgia Southern University, on the School of Accounting Advisory Council of Georgia Southern University, as a member of the Board of Directors of Ogeechee Technical College and as a member of the Board of Directors for Excelsior Electric Membership Corporation. He is a member of First Baptist Church and has served on the Finance Committee, the past president of the Southeast Georgia Chapter of the Georgia Society of Certified Public Accountants, and is past president of the Statesboro-Bulloch County Chamber of Commerce. Other organizational accomplishments include: member of the American Institute of Certified Public Accountants, member of the Georgia Society of Certified Public Accountants, member of the Association of Certified Fraud Examiners, past president of Midday Optimist Club, served on the Chamber of Commerce Executive Committee for 8 years, served on the Development Authority of Bulloch County for 6 years, past president of Ogeechee Technical College Foundation and served on the executive committee for 5 years, past president of Leadership Bulloch, Inc., past section chairman of Human Services for United Way Fund Drive in Bulloch County along with serving as chairman of the board of United Way for 2006 and 2007, chairman of the Savannah to Augusta Developmental Highway Association, chairman of the Georgia Southern University Centennial Committee for Bulloch County and chairman of the Bulloch County Multi-Purpose Agriculture Building Committee. Billy was the 2002 and 2003 chairman of the Bulloch County Relay for Life Cancer Drive. He was a participant in the 1986 Leadership Georgia Program, served on fund drives for United Way, Southern Boosters, Inc., Cancer Society, and Georgia Southern University Foundation. In 1998, Billy was named Outstanding Accounting Alumnus by Zeta Delta Chapter of Beta Alpha Psi at Georgia Southern University. He is a past recipient of the Dean Day Smith Service to Mankind Award. The distinguished honor of 2007 Business Leader of the Year was awarded to Billy by the Statesboro-Bulloch Chamber of Commerce. Billy has lectured extensively on accounting and auditing, income tax, long-term care and Chapter 11 Bankruptcy issues. He presented the Commencement address to Georgia Southern University, College of Business Administration for the Fall 2002 graduating class.

Billy is married to the former Jo Ann Ray who is a graduate of Georgia Southern University. They have two children, Rusty, age 30, and Rhett, age 27 along with daughter-in-laws Heidi and Rebecca, and have two grandsons, William and Carson.
